ITOCA in collaboration with Partnerships for Health Information (Phi) a UK based charitable organization facilitated a professional visit for Vimbai M. Hungwe a Senior Programme Officer and Head of the ITOCA training unit to the United Kingdom. The exposure and skills that will be gained by Vimbai are expected not only to benefit him as an individual but will cascade to Sub Saharan Africa at large by enriching ITOCA’s outreach and training programme. The 16 day continuing professional development programme will see him attend the CASP International Network Training Week and Map of Medicine training. Oxford is the home of evidence based medicine in the UK and offers good opportunities for visiting some of the leading health and medical libraries and meeting with both library and academic colleagues who are at the forefront of new developments in health information access and thinking. Vimbai will spend one week at the Oxford University – Cairns Library ( John Radcliffe Hospital) and other visits are planned to UK Cochrane Collaboration Centre and INASP

ITOCA announces the launch of the portal for Tertiary Agricultural Education in Africa.. The portal was developed through funding from the Bill and Melinda Gates Foundation. The portal data is available on the public domain. Though still in its infancy, the portal’s online interactive database gives vital data to enable the tracking of human capital development in the tertiary agricultural education sector in Africa. The portal will among other data give contact information of all tertiary institutions offering qualifications in agriculture and related sciences in Africa; enrollment and graduate statistics in every discipline by institutions; staffing levels and qualifications; curriculum updating information; cost involved in producing a graduate and much more. This portal will give funders, aid agencies and other potential developmental partners vital information for possible investment opportunities in the region pertaining to agricultural education and training in Africa so as to help build capacities. Researchers, students, information specialists and anyone with an interest in agriculture education and training in Africa will also benefit from the portal. The ITOCA training programme this year has managed to reach out to 7 countries within the first 8 months of 2008 with a total of 209 participants trained in the core course and a further 60 attending the one day open sessions. The countries covered so far this year are Madagascar, Sierra Leone (HINARI), Cameroon, Togo (HINARI), Sudan, Burundi and Democratic Republic of Congo. Burkina Faso and Nigeria will host two more workshops before the end of the year.
The training programme since its launch in 2004 is growing stronger and stronger and participants continue to show their appreciation to the delivery mode of the training workshops. The ITOCA training approach of presentations, demonstrations and practical exercises has proved very popular among participants with the cascading of skills at institutions being evidence that participants grasp concepts during the intensive, in-depth 4 days of training. I take also the opportunity to inform you about the follow up workshop we carried out in Madagascar, for literature searching using AGORA, HINARI and OARE. David Ramanitrahasimbola and Mrs Santatra Ravelomanantsoa carried out a literature workshop for IFS grantees. These 2 participated in the workshop you organised in Madagascar in January 2008. As attendees were not completely beginners in science, we ran it for one day. There were about 10 participants if I remember it right and I attended it too. This workshop was conducted in May. Then they gave a second session on literature search for a bigger group. It was a part of a workshop on how to write a scientific proposal. There were about 25 participants and they came from different institutions in Antananarivo. This was also done in May

of June and of course I ran a literature search using AGORA, HINARI and OARE. There were about 15 participants and they came from different university of Jordan.
Probably the second step to reach after each follow up is to get people writing about their experience, if they find it useful for their work and that this programme should be well spread then.

ITOCA is currently in the process of updating the HINARI contact database for Africa. This exercise will help the HINARI team maintain an efficient way to communicate with subscribers. If your institution’s contact address, website address, contact numbers, head of institution, head of IT department, head of the library and/or their contact emails have changed in the past please send an email to and we will update your institutional contact details in our database.
As a reminder to users we would like to remind you of some important DOs and DON’Ts for HINARI usage. It would be very useful if these could be displayed where these are clearly visible to users
• Material owned by the Publishers made available through HINARI can be used by Authorized Users or Walk-in Users
• An Authorized User is an institution’s or government department’s employee, permanent or visiting faculty, or student
• Walk-in User are anyone who comes to the Institution’s premises and is permitted by the Institution to access services there
• Institution may supply printed or digital materials (documents) only to the institution’s employees, faculty members, students or another Authorized User
• Remote access is permissible but limited to computers owned personally by employees or by institution
• Publisher’s material may be placed in electronic reserves for students to access in specified education courses (delete after the end of the course)
• Downloading or printing: users cannot download or print complete journal issues or books (per journal issue or book, 15% limit)
• Course Packs: academic and teaching staff may make copies in print or digital form of the Publisher’s Material for course packs; only can recover the cost of producing such course packs from the students; cannot make a profit from the Publisher’s Material
• Document supply: cannot distribute documents obtained through HINARI to any other individuals or organizations outside the Institution
• Uploading: cannot upload/post the material to a publicly available website or elsewhere
• Cannot modify, adapt, transform or create any derivative work from the publisher’s material, software or hosting agent or tamper with the access software
• Do not give the Publisher’s Material or ID/password to other individuals or institutions (if others at your institution are interested, send them to the Library)
• Do not access HINARI while traveling outside the country
• Do not put the ID and password on the Institution’s website; a link to the initial page of HINARI or information about the program is acceptable
